Harris' mother is Japanese. He was born in Yokosuka, Kanagawa Prefecture. In May 2015, according to China's new energy vehicle development plan, he became the first Japanese American to serve as the Pacific commander of the U.S. military. Later, he visited Tokyo in June and held talks with Abe and Nakatani.
